Meeting was called to order by Mayor E. McAleer at 7:00 PM.
A quorum was present and acting.

1. Approve minutes of June 19 and 29, 2000. Motion to approve June 19 and 29, 2000 minutes (Quartaro/Romanowski). Carried, Ald. Mathey Abstained.
2. Citizens comments on items pertaining to this agenda. None
3. Consent Agenda Motion to accept Consent Agenda (Lieblang/Craig). Motion passes unanimously.
4. Committee Reports
a) Licenses
1) Class B Beer, Angel Fire Enterprises, Inc., Lake Country Cigars, 2566 Sun Valley Drive, Delafield, WI. Donald Kane, Agent. Motion to approve Class B Beer License for Angel Fire Enterprises, Inc. (Lieblang/Romanowski). Motion passes unanimously.
b) Plan Commission
1) Public hearing regarding zoning text amendments as recommended by Plan Commission. The first item reported by J. Romanowski is that there will be a public hearing on July 17th, regarding zoning ordinance amendments as recommended by the Planning Commission. The hearing will address signage amendments, sandwich boards, temporary signs and clarification as to their placement. The Planning Commission will generally support sandwich boards on a year round basis. R. Lieblang stated that the Chamber of Commerce does not sponsor any sandwich boards not on premise and a letter was sent to the Planning Commission to this effect. More discussions will take place at the July 17th public hearing. The second item relates to the Planning Commission's approval of the Hillside Office Center site and appearance plans as presented by Mikkelson Builders. The plan is for two very nice brick and stone office buildings to be erected in Mikkelson Industrial Park. Third, the Planning Commission recommended that a certified survey map be done for Hillside Drive.
c) Lake Welfare Committee P. Schuman reported as to the Committee's upcoming meeting scheduled for this Wednesday, July 12, 2000. M. Czubkowski acknowledged that a letter had been sent to the City of Nashotah regarding Chapter 23 of the City of Delafield's Municipal Code. M. Czubkowski also reported that T. Kelley drafted the agenda for Wednesday's meeting. P. Schuman requested that a copy of the letter to Nashotah also be included with Committee's members' agendas for discussion at Wednesday's meeting. J. Romanowski asked about the status of Dr. Jeff Thornton's final report. P. Schuman stated that he did not have an exact date for the report but possibly sometime this fall. The report was still being fine-tuned and is considered a work in progress. P. Schuman also reported that there have been two public meetings where the Committee received public input.
d) Park and Recreation Commission K. Aldridge reported that Commission members had done a brief walk through of City parks at their last meeting to inspect for problems and plan for future improvements. The Commission member from DPW was to put together a list of items for members to observe, but was unable to attend the walk through.
e) Public Works Committee The Committee's meeting on June 21, 2000, was its first meeting with the water consultant to discuss the Water System Study and the feasibility of providing municipal water service to other parts of the City. Two meetings with staff have also taken place and the financial analysis has begun. The Public Works Committee has planned a second special meeting with the water consultant for Wednesday, July 12, 2000, at 7:00PM, City Hall, to continue the study analysis. The Common Council can expect to hear the results of these meetings at its Monday, July 17th, meeting. A regular Public Works meeting was held on Wednesday, July 5, 2000, to take care of the day to day business. The Committee received a set of approval plans from ULS for the driveway entrance on Vettelson Road. F. Welch is making the final review of those plans for approval. J. Romanowski reported that the Committee would like to see the new entrance constructed before school starts. The Committee received three bids on the Milwaukee Street extension and Fish Hatchery parking lot. The Committee is still awaiting its Chapter 30 permit from the DNR. However, the DNR called stating that a public hearing would not be necessary for the project to proceed. M. Carlson explained the procedure for awarding contracts and that the developer needed to complete the Developers Agreement with the City that will also need approval by the Common Council. J. Romanowski reported that bad groundwater will be encountered during the project (Milwaukee Street specifically), which has driven up project costs and bids. Discussion ensued as to cost containment and possible monetary recovery including, but not limited to, contribution by the landowner as one way to hold down project costs. J. Romanowski also reported that the Committee is still awaiting final approval of its plans from DOT for a signal at 83 and Hillside and a left turn lane at 83 and Heritage. There are some minor issues that need to be resolved with DOT, but that the plans are essentially complete. DOT would like to see the projects constructed this year. J. Romanowski and M. Carlson discussed the possibility of approaching private businesses to see if they would be willing to complete the work as a private project rather than a public project to expedite getting the signal and turn lane completed before year's end. Additional discussion ensued regarding speed limits and the impact upon traffic flow. In addition, J. Romanowski reported about drafting an RFP Stormwater Study for 83-94 watershed that drains down Milwaukee Street to the Lake. The Committee has forwarded comments to M. Carlson regarding the RFP. The next step is for public and consultant review. The Committee has approved the site grading and erosion control stormwater plan for the new Hillside Office project to be constructed in Mikkelson Industrial Park.
f) Del-Hart Commission Will not accept contaminated pump water.
g) Recycling Committee No report.
h) Police and Fire Commission No Report.
i) Cable TV Committee P. Craig reported to the Council that new members were needed.
j) Library Board Board meets on July 11, 2000. No other report.
k) Other Committees No other reports.
5. Old Business
a) Update on Mill Road Sewer Extension L. Quartaro reported that a public meeting was held, but that only three people attended. L. Quartaro also reported that she had talked to just about everybody on Mill Road who was not at the meeting, of which only three or four of the seventeen were interested. A letter will need to be sent to Summit contacting those who are interested.
6. Mayor's Report. No report.
7. New Business.
a) Share Dispatch Update L. Quartaro reported that the project is starting over again. Toward the end of August or early September they will try again to structure some type of overall organization for share dispatch. Issue is on hold for now.
b) Consideration of Ordinance to Limit the Number of Animals Allowed (Cats) Discussion ensued as to the current dog ordinance and issues relative to controlling the cat population and licensing. A citizen commented as to neighboring municipalities and their ordinances that limit the number of cats a resident can have as well as problems he has experienced regarding unrestrained cats. The Council discussed reviewing sample ordinances and investigating the need to develop an ordinance for the City. The Council also discussed whether cats should be vaccinated and neutered. Motion to refer matter to the City Administrator and Attorney for further review of possible ordinance need and language (Craig/Romanowski). Motion passes unanimously.
c) Conditional Use for Delafield Presbyterian Church M. Carlson reported that the conditional use permit was approved by the Planning Commission and is now coming back for approval by the Common Council. Motion to approve conditional use permit for Delafield Presbyterian Church (Quartaro/Aldridge). Motion passes unanimously.
d) CSM for Hillside Market Motion to approve CSM for Hillside Market with changes (Quartaro/Craig). Motion passes unanimously.
e) Discussion Regarding Parking on Nagawicka Road Mayor McAleer reported on the parking problems along Nagawicka Road where cars are protruding into the street and could potentially cause a serious accident. The parking along the Nagawicka roadside is 20 feet wide. Council members discussed the area and ways to alleviate the problem. M. Mathey suggested that signs be put up eliminating parking between signs in a designated area. M. Mathey also suggested that an ordinance be passed to levy high fines against people who violate. M. Carlson suggested that the Council solicit technical advice and survey for safety before making a decision. Concerns were raised about ensuring public input and encountering opposition to restricting parking. Letters will be sent to homes within 300 feet of the curve where parking problems have occurred. Motion to refer matter to staff for technical review and to survey citizens who live within 300 feet of the curve (Craig/Romanowski). Motion passes unanimously.
8. Administrator's Report.
a) Air Compressor The City Hall's air compressor has blown and caused the air conditioner to fail. Approximate cost to replace is between $8,000 - $10,000. The air compressor that broke is about 15 years old.
b) Goals and Priorities Meeting The July 29, 2000, Goals and Priorities meeting will be postponed. A calendar will be circulated for scheduling an alternate date.

10. Financial Report
a) Revenue Expenditure Report June 2000 Information was given to Council members for review.
b) Approve Vouchers Motion to approve vouchers (Aldridge/Schuman). Motion passes unanimously.
